Rwanda: Arrest of two army generals for corruption

The Rwandan army has announced the arrest and suspension of two of its top generals, accused of “corruption” and “misconduct”.
General Emmanuel Karenzi Karake is suspended from his duties “for inconsistent misconduct with the principles governing the discipline of the Rwandan Defense Forces (RDF). General Karake in particular has played a very important role in the offensive launched in 1996 in the Democratic Republic of Congo (DRC), during which tens of thousands of Rwandan Hutu refugees were massacred.

General Charles Muhire has also been “suspended for the crime of bribery and abuse of power”. Both are from the English-speaking Tutsi Diaspora in Uganda. They were part of the small circle of senior military leaders of the Rwandan Patriotic Front (RPF), former rebel Tutsi majority led by Paul Kagame, who is leading the country since the end of the 1994 genocide in Rwanda.
President Kagame who leads the country since 1994 had warned, in early March, that “Nobody can make a (…) coup” in Rwanda, and will likely succeeding to himself in the next presidential election scheduled for 2011.
Last week, Kagame had conducted an extensive reshuffling of the Army leadership, and appointed one of his followers, the Chief of Staff James Kabarebe, as Minister of Defense.
