Guinea: A preliminary draft constitution
The NTC has submitted the first draft of the revised texts and laws to be used, after adoption of the constitution.
An examination of the draft reveals several changes to the Constitution, actually in force in the country. The presidential term is set to five years, renewable only once, and the minimum age to apply for the presidentials is 35.
But Guinea is living under a regime of exception, and the acting president has the choice between signing an order decree, or to adopt the text by referendum. This last possibility frightens those who want to go to the polls on June 27 for the first round of the presidential election. The referendum would automatically defer the elections by several months However, General Sékouba Konate, called upon all stakeholders to mobilise for free and transparent elections to be held for the first time in Guinea, 50 years after its independence in 1958.
