Chad: Protection of civilians in the East
The MINURCAT – created 25 December 2007 and has a formal mandate to protect civilians and facilitate humanitarian access to hundreds of thousands of people who fled their homes due to insecurity in CAR, Chad and Sudan, had expired December 31, 2010.
The Security Council therefore called on UN member countries to allocate adequate financial resources to the unity of Chad who will be responsible to protect some 600,000 refugees and internally displaced persons when the UN mission in Central African Republic and Chad (MINURCAT) will retire. The Security Council welcomed the commitment made by Chad to ensure the future viability of the Chadian forces – the Integrated Security Detachment (DIS) – whose mission is to protect civilians in eastern Chad. Council members welcomed the work done by UNDP and UNHCR with the Chadian authorities to establish a mechanism to stimulate the generosity of donors to the DIS after 1 January 2011. The Council also noted the withdrawal of MINURCAT from Central African Republic as of November 15, 2010, but remains deeply concerned by the problems that the security forces of the CAR government and others experience in the region of Birao in the north; condemning all attacks by local armed groups and foreign, including Lord’s Resistance Army (LRA), which pose a threat to the population and endanger peace and stability in the country and the sub-region. It encourages governments of CAR, Chad and Sudan to strengthen cooperation to secure their common borders, the UN statement said.
