Rabat/Counter-Terrorism: a common and appropriate response
The unilateral initiative of Algeria concerning the organisation of a security summit without the presence of another key player in the region, is only doomed to failure.
Although Morocco has expanded its capabilities against terrorism and preventive security level, the fact remains that the threats that exist in the region require combined efforts of all States. Rabat has also warned against « political calculation » in the management of security that could impact on « regional cooperation against small groups of terrorists and criminals ». The view is shared by British officials. General Jonathan Shaw, Head of the Department of Defense stated that the problems related to security are and must be shared because the threat could extend over a wide spectrum. Rabat plead for the « promotion of a joint regional strategy” to contain the threat in the region”. It would benefit greatly from including international partners who have expressed their desire to repeatedly see the Maghreb unified.
