RCA/France: The military and Diplomatic Assistance
In a visit to Bangui, Alain Joyandet, the French Secretary of State for Cooperation, signed a new defense agreement with the RCA authorities of the Central African. The treaty provides that France will contribute to support the restructuration and training of RCA armed forces, while promoting the emergence of an African peacekeeping force. This treaty is the fourth of its kind, following those signed with Togo, Cameroon and Gabon.
During this short visit to Bangui, Alain Joyandet also declared publicly his support to President Francois Bozizé, whose legal five years mandate will end in the coming weeks.
Despite the opposition disagreement, General Bozizé wants to maintain the presidential Election Day on the 16th of May.
Opponents assert that the voters’ list is not credible, and require additional time to organize an undeniable election. This position is supported by the European Union, the United States … and France, until the French visit of Alain Joyandet, Secretary of State for Cooperation, who has in fact explained that the ballot should be held before next June 11, to avoid any “constitutional vacuum” at the state presidency functions.
All this is ending in a status-quo: the opposition has, for now, decided to boycott the elections. The President Bozizé is voicing that France is supporting him, through Alain Joyandet’s voice, and Ambassador of France in Bangui, Jean-Pierre Vidon, is “tearing his hair” …
