RCA: Overcoming Insecurity in the north-east

The Special Representative of the United Nations Mission, in Central African Republic and Chad (MINURCAT), Youssef Mahmoud, outlined two solutions to the Security Council on how “to fill the security vacuum” in the north-eastern Central African Republic after the withdrawal of the  MINURCAT.

The first option is to deploy about one thousand additional people, military and civilian, to reduce uncertainty until the RCA develops and structures enough   deterrence capacities”. Deploying such peacekeeping force would require a minimum of six months, and the cost of this operation is estimated between 98 and 122 million dollars per year”.
The second option would focus on building long and medium-term RCA’s capacity to ensure the security and the rule of law, coupled with immediate action to strengthen the Central African Armed Forces in the north-east.
This solution would also require the deployment of a joint force to patrol the borders of the Central African Republic, Chad and Sudan.
Assistance could be provided through bilateral or multilateral links. By the way, the special representative of the U.N announced that members of the A.U and ECOWAS expressed their willingness to consider this option, while the RCA president Francois Bozizé has indicated its preference for the second option.
