Africa / South America: Close ties with the continent

A preparatory summit bringing together heads of state in Africa and South America has laid the groundwork for a plan of action for the period 2010-2020, where we observe that South America is competing with Europe,
the United States and China in the African continent. After the summit in Margarita city (Venezuela), in September 2009, and the next one to be held in Libya in 2011, representatives from both continents are continuing discussions towards the development of a strategic partnership. The first meeting of the Strategic Presidential Council, initiated after the South America-Africa Cooperation Forum, was held in Caracas, August 6, under the presidency of the Venezuelan head of state, Hugo Chavez. Brazil, Argentina, Ecuador, Nigeria, Libya and the African Union Commission were represented, and the former Ambassador of Venezuela in Algeria, Jesus Arnaldo Perez has been appointed as the secretary general. The development of an action plan, for the period 2010-2020, has been retained for discussion, and among the many proposals, we have the establishment of a South America-Africa bank, creation of alliances between public oil companies, the establishment of regional universities and scholarship tuitions, the fight against malaria and launching a television and a radio station … to a such large program, we wish good winds and smooth seas…
