Emissions trading scheme could be compromised
The Japanese government is planning to introduce a global warming bill in the Diet. But environmental organizations are worried that the proposed emissions trading scheme will be compromised.
The bill includes a provision to establish an emissions trading scheme in Japan.
Under the initial draft prepared by the Environment Ministry, businesses would have been required to set goals for their emissions cuts.
But it has been learned that the government is also considering having businesses set goals per unit of economic output. This would mean greenhouse gas emissions could rise in line with increases in output.
Environmental organizations say they are concerned that this method of setting goals could lead to a weak emissions trading system.
The draft bill is to be further considered at a meeting of vice ministers. The government plans to approve a bill as early as March 5.
