Uganda / DRC: Ready to intervene upon Kinshasa’s demand

The Ugandan army says it is ready to return to the DRC to permanently neutralize the Lord Resistance Army (LRA) if the Congolese government makes the request. This announcement was made following a report by the Human Rights Watch, which reveals that more than 300 civilians were massacred by the LRA in December 2009 in the northeastern DRC. Today the question asked is to know whether or not, the Congolese are up to the task, and have the operational ability to overcome the Ugandan rebels.

For its part, the Special Representative of the UN in DRC advocates a change of strategy to address the actions of the LRA in DRC. He stated that the LRA doesn’t have a great strength, and It is structured in small groups – between ten, fifteen, twenty people – spread across a territory not much wider than Togo. As any attack happens at the border of the four countries – the Democratic Republic of Congo, Uganda, Sudan and the Republic of Central Africa – then a closer collaboration between these four countries is more than needed…including the sharing of information, intelligence, and a good level of military planning on the ground.
