Africa/France: The Summit – Who is in and who is Out

A month and a half from the Africa-France Summit (Nice, May 31-June 1), and preparations are well underway. Paris has sent invitations to fifty-one heads of State to attend the Nice Summit at the end of May. Among the excluded and those who declined the offer, here is an updated list of the expected personalities. The Niger and Madagascar will not assist, unless they decide before then to establish a consensual transition and the beginnings of a “credible” electoral calendar.
The French authorities considered that Guinea has met the requirement, though acting president Sékouba Konaté has been invited. Currently, twenty heads of state have announced their participation. Four, however, declined the invitation – Laurent Gbagbo (Cote d’Ivoire), Mwai Kibaki (Kenya), Ian Khama (Botswana) and Pedro Pires (Cape Verde) – but will send representatives. However, the presidents of Sudan (Bashir) and Zimbabwe (Robert Mugabe), declared Persona non grata in Europe, have been asked to send a representative.
