Africa: A permanent representation to the Security Council

For more than a decade, the reform of the representation to the UN Security Council is an awe-inspiring specter.
For the Cameroonian president Paul Biya, the opportunity came, with the fiftieth anniversary of the French-speaking countries independences, to move on this issue. 

«Nobody takes issue that Africa is not enough represented to the level where are made the decisions which engage the whole planet “, he voiced at the opening of the Africa 21 international conference, which is held in Yaoundé. For a very good reason: the composition of this organ, inherited from the end of the Second World War, is very far from being representative of the world population. And while 15 countries are represented to it, only five nations (China, the United States, France, the United Kingdom and Russia) have a permanent representative and the right of veto.
In the presence of several personalities from the United Nations and the African Union ( U.A) participating in the conference, the Cameroonian president considered that it would “be fair” that Africa has ” at least a seat among the permanent members of the Security Council. The extension of the Security Council was already recommended by Kofi Annan when he was a General Secretary of United Nations.
Who would be the beneficiary of a possible reform in this direction? Paul Biya did not cut the question, suggested  the mode of representation to be convened  between Africans.
