RDC: the MONUC is transformed in force of stabilisation

The Security Council decided, by resolution 1925, that from July 1st, 2010, the MONUC mission will be called Mission of United Nations for Stabilisation of the DRC (MONUSCO). The mandate of the MONUC is thus extended, but will be reduced in its military constituent. By June 30th, 2000 blue berets will leave the “zones where the conditions of security allow it “.

The Council reminds that the government of the DRC is «the first one responsible for the security and consolidation of peace in the country”. It encourages the authorities to stay firmly engaged in the protection of the populations”, to constitute a well equipped professional security forces, and promote the non-military solutions in its global strategy against the rebel groups.
«The next reconfiguration of the MONUSCO will be determined according to the evolution of the situation on the ground “, states the Security Council resolution, which fixes the objectives of the mission and those of the Congolese government:
* Finish the current military operations in the two Kivu and Oriental province;
* Reduce as much as possible the threats of the armed groups to restore the stability;
* Improve the government means, which has to protect effectively the population with a well structured forces to take over from the MONUSCO;
* Strengthen the authority of the State on the whole territory by setting up, a territorial administration and empowered organs to apply the rule of law.
