Ivory Coast: The final electoral list accepted

With the end of the military and the political crisis, which lasted for ten years, and the disarmament of the rebels and ex-militias, credible elections in the Ivory Coast can take place.

Finally the electoral body has the ability to freely express its will through the ballot boxes. Thus, the electoral roll of 2010 was developed on the basis of the 2000 electoral roll. Any citizen, possessing the birth certificate can register. The recruitment was conducted for nine months and resulted in the registration of 6 384 253 adults. However, a 1 106 861 people were declared “untraceable”. Their long hearing, which lasted 15 days, allowed the commissions throughout the country to recover 496 000 voters among the cases that constituted the “gray list”. Subsequently, the Special Representative of the Secretary General of the United Nations, Y.J Choi, head of the UNOCI, declared that the election process was conducted in an atmosphere described as stable and peaceful. He added that the procedures adopted were reasonable and gave voters a wider opportunity to register to vote. Logically, the distribution of national identity cards should resume in early October, as promised by the IEC and the UNOCI. At this purpose, the Security Council took note of the certification by Choi Young-Jin of the final electoral list and decided to authorise the deployment of 500 additional troops before the election. The final list of 5.7 million voters was accepted by all parties, and the Security Council is urging the Ivorian parties to honour their commitment as agreed by them at the Permanent Consultative Framework held in Ouagadougou on the 21 of last September.
