Mali: A referendum for constitutional revision

Malian President Amadou Toumani Touré (ATT) announced his intention to hold a referendum, current fourth quarter of 2010, to revise the constitution of February 25, 1992.

The project is carried on by the supporting institutional reform Committee (CARI), headed by a former minister, Daba Diawara.  
“The CARI noted that the proposed reforms require a revision of the constitution, the amendment of 30 laws and regulations, and the issue 9 new laws. The project involves the adaptation of semi-presidential system, the elimination of the High Council of Communities, the establishment of a bicameral Parliament system, with the creation of a Senate.
Among other innovations, the candidate for the presidency must have no other nationality and must be below 75 years at Election Day. The president will no longer project policy statement, but will be required to present a government program to the National Assembly.
Other expected changes, the Independent National Electoral Commission (INEC) and the General Delegation of the Electoral Officer (CEO) will disappear in favor of the General Election Agency, which will be a permanent structure. The opposition leader will have the rank of minister with the ability to assist in all the president’s movements’ abroad.
